FIXED World Chat has a 5 second delay between posting messages.

Confirmed on TC1.

When you send a message using world chat , and try to send another the 2nd message will not appear unless you wait 5 seconds before hitting enter.

On ServUO you can spam it.

There is no message. It simply just does nothing if 5 seconds has not passed.
