Investigating The Exodus Encounter bug

The Clockwork Exodus cannot be summoned. I've been trying to summon him since yesterday, but every time i try i get this message:

While I couldn't see anything wrong, I went in and forced re-spawned / re-set it.

Let me know if that made a difference.

Still can't be summoned, I get the same message as before.

Works now, I managed to place the altar

I think it's the actual shrine locations. Not that someone was in there. Some of the locations are a bit touchy and need to be tried a few times. I believe ice island shrine is the worst of them. The location has to be exact.

I'll try another shrine if I get the same problem again. Thanks!

Im going to keep this open for now so when I get time I can specifically look at that one shrine and it's region.

I always use Spirituality myself, I can recall having issues on Dagger Isle (Honesty) though in the past.
