FIXED Tattered wall map

I am trying to make a tattered wall map but it keeps saying I need more level 1 treasure map completed by the character. I have added more than 10 level 1 in the backpack and cant make it.

So in your bag you have 10 level 1's, 5 level 3's, 3 level 4's, and one level 5?
