I may want to keep this as rare, I don't think there are too many of them laying around.

Well, I guess that eliminates the "rare" title for this thing. Thanks for the input.

It has zero value as a CUB turn in item.

Still, I would like to know if it's intended or a bug.

I believe it is a bug. Basically, when the "random talisman" is constructed it goes through these checks to add properties:

            Slayer = GetRandomSlayer();
            Protection = GetRandomProtection();
            Killer = GetRandomKiller();
            Skill = GetRandomSkill();
            ExceptionalBonus = GetRandomExceptional();
            SuccessBonus = GetRandomSuccessful();

Each specific check in there, GetRandomWhatever, has a chance to return 0. In rare situations, each check is returning 0. The question is if blank what is the minimum it should spawn with? Do those basic loot talismans have set properties that will always appear? These are all things I will have to figure out.
