Cannot Reproduce Scroll of Transcendence not working properly

SOT scrolls seem to be broken. I get the dialog box to confirm the use and after I hit the "ok" button I hear the sound but the skill does not increase. I am not at my skill cap and the skill I am trying to increase has the arrow pointing to increase. I have tried this with different chars and with different skills. Yesterday, sometimes they worked and sometime they do not. I am not using a scroll of Alacrity when attempting to use SOT. This has been the case for sometime now (months). I just got to the point where I feel it needs to be looked at.

Usage​

A Scroll of Transcendence is used by double-clicking whereupon a dialog box will appear prompting the character for confirmation. When consumed, this cursed scroll will allow players to instantly train their character in the skill and by the number of points indicated on the scroll up to their Skill Cap.

There is no timer on using these scrolls and the effect is instant.

Attempting to use a Scroll of Transcendence over a character's skill cap will yield the following message:

You cannot increase this skill at this time. The skill may be locked or set to lower in your skill menu. If you are at your total skill cap, you must use a Power Scroll to increase your skill cap.
As of Publish 58, being under the effects of a Scroll of Alacrity prevents the use of a Scroll of Transcendence. A character attempting to use one while under such effects of the will receive the message:

You are already under the effect of an accelerated skill-gain scroll.
For the short time between the introduction of Scrolls of Transcendence and Publish 58, the effects of the two types of scrolls(Transcendence and Alacrity) could be stacked for instant and fantastic amounts of skill-gain.

Is anyone else having issues applying SOTs?

I'd be interested to know if something was somehow overlooked.

Last week I used maybe 6 different SOT'S, one after the other, for the Begging skill and didn't have any problem at all. Yesterday, I tried using one for the Bushido skill and the scroll failed. I had the sound effect but no skill increase. Yes, the scroll did go "poof" and disappear after the failure. Today, I tried using two scrolls for the Anatomy skill and both .1 scrolls failed. These SOT's were used by three different chars.

Previously, as in over the past few weeks, I noticed I was experiencing some failures, fortunately, the scrolls I failed with were of .2 or .1 in value. During this same time I had some success so this has not been a 100% failure rate but enough of pain to get my attention. Today, it was time to report a possible bug.

Ok so whats bush value and what your training spell? Might be not right choice to cast? I never had issue with bush training while using scrolls

These are Scrolls of Transcendence, you do not have to cast any spell. These are not "power scrolls" which allow you to gain skill to a certain skill limit. A SOT will raise your permanent skill level by what ever increment value the scroll is. The Bushido scroll I failed with was a .4 I believe.

Ok i though you mean those blue scrolls that boost your gains for few minutes..

i used 10 or 15 few weeks ago, had no issues, was 2 or 3 different skills,
was just fine turning a few skills on chr's

If you have SOTs that are still not working for you put them aside in a house container, say [where in front of said container, and give me those numbers here. When I have a moment I will inspect them in-game to see if I can gather any more information. Nothing is standing out to me in the code and I have not had more people reporting on the issue.

I would like to Dan but the scrolls went "poof" and disappeared as if they were consumed. I keep the scrolls stored in books that I have locked down in one of my houses. I have 3 different books. Does the problem happen with scrolls from any certain book? I can't say for sure which scroll came out of which book.

As I noted in one of my earlier posts, this didn't happen 100% of the time I tried to use a scroll.
