FIXED repair bench charges being used after leaving location

• Open repair bench
• click repair button on skill to use
• run / gate / recall away
• gump still open
• still repairs items when targeted

Fixes issue with repairing when not in range. Does not resolve various issues with the gump duplicating itself.
