Not A Bug Recall runes

Not sure if this is a bug or not, I have no house on OSI that I can test this on.
When a rune is locked down by either the co-owner, or the owner of a house, the only person that can recall off it is the owner. It gives the message that it is not accessible.
There is no option to set the security of the rune either.

Co-owners can recall off runebooks however.

So I just confirmed on UO. Recall runes do not have the ability to have access set.

Thus it will be owner.
