Not A Bug Quest: "Virtue Quest" Part 4 missing item issue

Im doing the Virtue Quest by 'Gareth The Emissary of the RBC'
Im now on part 4 'Community Service - Library'

You're suppose to donate up to 5,000 points and select the book 'Virtue' by Lord British (by any NPC there)
I cannot find it or any reward for 5,000 points.

I previously donated to Moonglow Zoo and Vesper Museum, both those parts worked fine.

Quest info:

Obejective: Donate 5,000 points worth of items to the Britain Library Collection. Any collections NPC has the book as a reward on their list so it does not matter who you donate to.

• Reward: Select the For the Special Printing of 'Virtue' by Lord British book from the reward list and return it to Gareth

It's working for me. Did you resign the quest? Did you not accept that leg of the quest?

Im still on the quest, could it be so that the character that needs to buy and donate has to do it. You cannot donate with an external character who is alrdy friend of the library?

No, it has to be the character with the quest.
