Creature speeds are hard coded, and are pretty accurate for most creatures to EA. I think the best approach is a case by case basis. So, which don't quite match? Keep in mind, creatures move slower when their hit points are lower.
So the problem with this is the fact that on OSI pet speed and Attack speed is based on Dex, the higher the dex the faster you run and attack, 190 dex is what the max speed is capped at for maximum movement and at 150 dex attack speed is 1.25

Pet Speed
The character you control moves at a speed determined by your movement mode - You can either walk or run, while either on foot or while mounted. All characters move at the exact same speed subject to ping.
With NPCs (such as pets) it's a different story - movement speed is directly related to their level of Dexterity. The more a creature has the faster it can travel around the game world. At a level of 125 (the natural maximum any creature can be trained to), they are quite capable of keeping up with an unmounted player.
Be wary of creatures with a dex score higher then this - For example, the Rune Beetle (which can have as much as 170 dex) is nearly impossible to outmaneuver without riding a mount. Paragon creatures especially can move at extreme speed due to the bonuses they receive to their stats.
@Dan did a test with i actually funny enough found 2 naja fresh tames at max dex for speed on both osi and heritage, ran in a straight line for 6 seconds told it to stay counted back the tiles and found that on heritage it was 6 tiles behind be and on OSI it was next to me

the big thing i notice here is that on heritage they run uniform so the movement is correct but on OSI pets "jump" if you will they hop forward 3-4 tiles every couple seconds so the base speed is right it seems but what is missing is that "jump"to keep up with the speeds

EA sucks. Looks like ServUO (or most likely, RunUO) do the animation timing correct. I won't be creating a "jump" in animation when ours is fluid, which is how it should be, in my opinion.

Well in the change that you guys did do to increase pet speed it seems everything in the game got a speed increase which i dont know has been reported or not yet but, they got some fuckin speed not
