Cannot Reproduce Other players can't load or place cannons on a ship they don't own.

I tested both Tokuno, and Gargish ships (I don't have orcish, or brittania to test).
No matter what access level you give another player (Officer/Captain) they cannot place a cannon, or open the cannon's inventory to add charges/fuses/cannonballs.

So this is actually weird. MrChumly and I were on the ship with Senor Cono trying to do the plunderbeacon event. We could open the menu but not the inventory... at first. I was later able to open the inventory (I think I relogged.)

Is this still an issue? The cannon access is in line with the boat access.
