Not A Bug Oil cloth skill gains end much earlier than OSI

Pretty minor, but I thought I'd still mention it: On OSI, you can use crafting the oil cloth to get you into the 110's (this is usually the prefered method of gain for your GM to 110 range). Here, at 99.6 the success chance is 100% and I am unable to gain further.

99.4 is max for oil cloth. Thtat changed years ago.
