Im not sure if its a bug, as I cant find much info on this, but this page is selling the master chefs apron, BOD reward. It says it comes with 20-30% Cooking Exceptional Bonus. I obtained 2 of them tonight on Heritage, and both were below 20% (16% & 13%) My guess is, that its supposed to be between 20-30% considering the price of the item in BOD points.
