Not A Bug Magical Wizard's Hat not for sale on Mage Vendor

Hello,

To raise bandages there is a way to use a Magical Wizard's Hat, as when you put it on you loose 5 Str. Then equip it, you gain hp and hence we have a bandage training macro (at least I think this is how it works).
Issue is none of the Mage Vendors sell the hat! It should be in their inventory for 11 gold.
I have wandered around anywhere I can think and no one sells this that is a Mage and is a Vendor.

Not sure if this is a bug, but it is an oversight.

The stats are so poor I doubt it. I think its only purpose is training skills.

Would make sense for the mage vendor in New Haven to have it for sale, due to how it is commonly used.
