According to uo.com you can use Frostwood as a carpenter at 95 skill.
My carpenter has 97.1 skill and it says that I "You cannot work this strange and unusual wood". This was when attempting to make a Frostwood fishing pole. Error happens right when I try to select Frostwood
While at it, I would recommend checking the other woods as well.
