These can be crafted with "Raw Fish steaks" that are not "Caddellite Infused" They can also be crafted outside of the camp in LL

Weird, cuse i just just crafted over a 100 of them.. with normal fish steaks, in my house.. in Zento. Unless the BBQ Grill Power Tool had something to do with it. I had no idea it required Cad Infused until i went to read up more on the whole system, and stumbled upon the information above.

Legit bug report. ServUO shows it correct. Heritage has an older version of DefCooking.cs, there are more inconsistencies in the way food is categorized as well, possibly other missing food items.

They were bugged on Heritage and are also bugged on any ServUO shard using them.

The problem - can create tasty khaldun treats without actually needing caddelite fish steaks. Any raw fish steak would work. At the time I was not sure how to fix them without overhauling the entire caddelite crafting system. I will take another look at it though and see if I can come up with a better solution.
