Not A Bug its a cape not a cloak

This is a cape not a cloak. I should be able to wear this with a cloak or a robe.

I see a cloak as like the cloak of power, it covers the entire body and head. I can wear the cloak from blackthorns with a robe but not with the cloak of power.
