FIXED Gargoyle throwers can move while throwing.

Currently gargoyle throwers are free to move while throwing (without using moving shot). It should function in a similar manner to Archery.

I can't give you credit for this one as defined in our rules for getting Sovereigns for bugs because this specific issue is already being tracked and worked on at ServUO.

However for tracking purposes I will leave this one open until it is fixed.
