FIXED Frost Mite Cold Resistance

According to other sources a Frost Mite should have a minimum cold resist of 85%. ServUo FrostMite.cs has a range of 90-100, I imagine Heritage is also 90-100.

I will use the uo-cah example. The stratics wiki example seems all over the place with the other resists.
Existing frost mites will remain "pre-patch".
