Not A Bug Fishing will not gain after 67.4

I'm stuck at 67.4 Fishing Skill. I've tried moving to several places. I got a new boat. I've tried deep or shallow water. I've tried in or out of guard protection. I am currently at 173.8 total skills. The skill is set to go up.

At 67.4 you should have better luck gaining closer to shore.

We have a few 100 - 120 fishers on Heritage does anyone want to chime in on some training techniques?

I worked with the player and this issue has now been resolved.

Marking this as Not A Bug, was just a stroke of bad luck. That damn RNG!
