Not A Bug Containers In Towns Should Be Locked

Containers in towns like Barrels, Kegs, Crates, boxes, chests, Strongboxes etc should be locked and able to be picked for gains.

I even logged into OSI to verify this.
Medium Crates however didn't appear to be locked in my short testing.

How to train lockpick without player made boxes. You will need lockpicks and a crystal ball of Knowledge (Ter Mur Quest) This method is useable up to GM level. Lock pick barrels in towns, Jhelom is particularly well supplied. Wooden crates are only useable for very low levels, ie Siege perilous where you can not buy skill. Watch the ball messages, Challenging and above, move on to the next box, optimal and below keep trying till you succeed.

Additionally the prison cell doors in Yew Prison should be locked
The prison doors prove to be 'optimal' on the ball of knowledge from 75 lockpick to 85, and easy from 85 to 95. There are 10 doors on each floor, making 40 in total if you visit the prison on both facets.

So I actually looked and almost all of them do spawn locked by default. The problem is they only ever reset once all their contents have been emptied. Most of these had been unlocked for a very long time without all their contents being removed. If they were emptied they would re-spawn and be re-locked.
