Currently City Loyalty will shift if you gain loyalty in multiple cities. For instance, i lost a bunch of loyalty in Moonglow because I turned in bods in Britain.
However, according to uo.com, that should not decrease loyalty.

This thread on uo.com forums has posts as recent as April 27 2019 which seem to state that the only way to lose loyalty is by delivering goods to SLIM (for better rewards)
Not that I was trying to keep them all in poor standing, but doing Slim the Fence trade deals, got me to Abhorred by all cities.

Therefore this "rivalry" behavior was only a part of the Awakening event. Gaining in one city would shift other cities due to the mutual distrust of the time in the Lore of the EM event.
That bullet point is utterly confusing, but I see what your're saying. Do you have a link to this Awakeinign Event? Maybe we can make it a toggle on/off event?
I still see the guard captains and the chests on EA, and you can get the rope, however there are no Raiders. Its funny, I coded the raiders when i wrote the system. Maybe when I get more time, I'll create the Awakening Event.
