Not sure if this is an actual bug or not, but you can dye both the Sollerets of Sacrifice & Superior Caligae with a black dye tub.

So for the donation footwear it is fine.

They are footwear, why wouldn't you be able to dye them?

They are not made of cloth.

You can dye sandals on EA with normal cloth dye tubs and black dye tubs now.

They changed it back around 2016. If you make a quick EJ account you can buy a dye tub and have all the neon green sandals you want.

Yeah, you can take any pair of double blessed sandals and dye them when a black dye tub now on UO. Unfortunately for a lot of UO veterans they don't know this and end up getting scammed here and there.
