The Hit Spell damage is based on Wrestling or Anatomy & Evaluating Intelligence skills of the player.

Hit lightning used to proceed only if character actually not hold any weapon and must have wreslting/anat eval combination to make it happen.
I have tested them right after got drop on my sampire.
As you can see my weapon not include hit lightning but for some reason it used to hit spell every few swing.
Its that 12 damage showed on screen.
