FIXED Boat at 99 health cant be repaired without 0 materials

My boat had 99% health, and I was trying to repair it but had no materials. I was told i didnt need any materials and could only repair it when I had some, even though it didnt use any to fix.

Have you tried to ram it into some monsters few times?
Few strong hits here and there should help

If supplies needed are less than 1 but greater than 0 they will now = 1.
