FIXED Blacksmithing skill effects-Hammer of Hephaestus

My Blacksmith "Uncle Ted" is at 115 skill. With empty hands the Exceptional chance for a Plate Tunic is 39.1 (not equipping Talisman either) Equip Tali- Blacksmithing Bonus 27%, I check the Exe Chance and it goes up to 62%. Then I Equip the Hammer of H. Blacksmith +10, clear the gump, double click the hammer and check the Exe % and it DROPS to 55% whats going on?

So the issue here - this item is supposed to simply add +10 skill like a normal skill item and not go over the skill caps.

Currently, it is acting like an Ancient Smithy Hammer. This will be addressed in the next patch.
