Not A Bug Are Stout Whips (orc loot) active?

I am attempting to complete the Fiendish Friends Quest to obtain the Summon Fiend spell for Spellweaving.
I have killed thousands of orcs, in Malas, Tokonu and Trammel including the orc cave, none have dropped.
Something turned off?

It must be the Orc Captains. They wear armor like the Orchish Lords but have normal orcish names and no title.

Well after an hour of killing orcs, within the last 2 days and none have appeared it was a question, but I'll keep pounding away

No other orc drops it but the Orc Captains. 5% chance.

So, to wrap this up, Stout Whips do drop. Orc Catains are named orc names, so you don't really know if it is one. However, persistence will prevail.
