It will say that you stole something but nothing appears. According to UO.com the steal attempts should only yield Monster Stealables or one of the two rare items.

I can't say its impossible. Tried it on Balrons, by the 2nd or 3rd one, I got the message, was keeping track of the gold count, and nothing new appeared in my pack. I got a clue previously while hunting Ettins. I would beat them down with it, and if unsuccessful, disarm an try to steal from them. On a couple of occasions it said I had already stole from this creature tipping me off of the issue. So I tried the higher Fame level Balron, and paid closer attention.

Has someone tested and confirmed that it actually steals something? Ill test it some more myself to try and confirm.
