FIXED Weapon skill masteries lvl 1

Weapon masteries level 1 doesnt work properly, they give +5 strength at 1st level of mastery instead of 3rd level.
However, Warrior's Gift buff on buff-bar do not show this +5 strength bonus.

The problem will be fixed if you make the skill passive and activate again through the mastery book. I noticed that when primer was added, the current skill was not checked. I made improvements to check the current skill level when primer was added to fix the problem.

You still get 5 STR bonus at first level of weapon mastery
There is a shot with 1lvl archery mastery and 255 statcap, not wearing any items. 110+108+42=260 so there is still bonus 5 STR
Next one is taken after changing mastery to bushido, for example.
And another one when switched to Archery (1) again.
Again, 1st level of weapon (archery) mastery should sypply you with just 5hci. There is a slice from uo.com also.

@Argalep this is the passive skill for all weapon skills.

So if you switch from Fencing III to Swords I you should lose the +5 obtained from max level warriors gift.

I think the passive is looking for the greater of the two currently? Or just cosmetic and need a way to invalidate properties there to force the gump update.
