You apparently keep the original recruit kilt, as well as getting the upgraded one. Or is there another upgrade from turning in the original? Either way it won't let you turn it in

I just came in-game and explained to everyone there and posted in Discord that it had been changed.

You can now cycle it through your other characters, so you don't have to do part 1, to get more upgraded ones.
