Last summer this item was a rare drop from the summer festival satyr boss. I farmed this thing endlessly to get one.
The item sat in my house collecting dust for almost a year. Fast forward to now where i decided to put it to use.
I leveled music to 120 and discord, provoke and peacemaking to 100. Equipped my rare walking stick and went and completed the bard mastery quests.
Excited, i selected the peacemaking mastery, cast both abilities, only to see that they were providing minimal benefits, nowhere near what is claimed by uo.com.
After some further research, i discovered that like many skills, bard masteries require REAL SKILL (not modified by items) to calculate their effectiveness.
Admittedly this is probably not "A Bug", however, i'm not sure if this was the Developers intention behind such a hard to get item. I'm posting this in hopes that we can have some reflection on this item and its usefulness and see if there would be a willingness to somehow update the existing item so that it is more than decor.
