Went to fel with my thief.
While stealing (or just by sitting in a town) got this.
Did not meet with anyone else or did anything that potentially trigger it.

Currently just sitting and waiting it out.

IS VvV alter active in that town?
That would flag you battle heat i think.

When a VvV battle starts anyone that chooses to remain in that town becomes flagged.
