Not A Bug Stat Gains

I am playing a paladin and find that Intelligence hardly rises. It didn't help that I only started with 10. I have found the only way I can get it to rise is to lock Strength snd Dex. If I leave them unlocked then Intell hardly rises at all. In about 2 hours of playing it has gone up 1 point

Yes very slow. Much slower than on the official server
