I'm going to guess somewhere in the code that creates these things also needs a tolerance level set. So, yes a rounding error sounds spot on.

Utility.RandomMinMax can return a value slightly below the specified min - for example, it might generate 0.9900018702 even if 1.0 was passed as the minimum.
