FIXED Salvage Bag Not Smelting Properly

A while ago smelting was fixed to use either blacksmith or mining skill to determine success. This works when smelting through the blacksmith gump but it does not seem to work with the salvage bag. I think the salvage bag needs the same fix applied to it.
