FIXED Post IDOC house placement.

As a proflific IDOC'r I have placed a few houses in my time.

This house spot dropped at 4.27PM GMT on 11/05/2020

I waited around for the hour to then place.

It is now ~17 Hours since it dropped and house placement is still blocked.



I recall this being 1 Hour on most other IDOC's

This line of code in BaseHouse.cs suggests it should be upto an hour?

public virtual TimeSpan RestrictedPlacingTime => TimeSpan.FromHours(1.0);

I will check after server restart as well

Update : After server restart the house was allowed to be placed @ 19 Hours post drop

Yeah we will need to see why the region did not delete correctly after the hour timer.
