I killed the orcs standing by their cannons. Kale posted this helpful video which shows, once orcs by the cannons are dead, you should be able to move 1-2 tiles closer without getting shot. (Reference - 1:20) Right now, the cannons keep right on firing without any orc "controlling" them.

Essentially, I've managed to kill only the outer two orcs so far, but can't get any closer without sustaining heavy damage to my ship.

I read a few times that all orcs have to be killed before they stop firing.

A possible change then since March 22nd, 2019? That's the date that a guild member from CAH posted that YouTube video. They play OSI on the Chesapeake shard. You can see they are able to move 1-2 tiles closer after killing the orcs by the cannons (again, I'm referencing 1:20 in the video.) It doesn't mean that ALL cannons stop firing, just the ones no longer controlled by orcs.
