Yes it is

We coded the pen of wisdom on ServUO before the Runic Atlas was released. I know the pen can be used to copy them, maybe just add pages to the gump @Dexter? Otherwise this would be hard to test.

http://www.uoguide.com/Pen_of_Wisdom mentions it here too.. It works fine, but, if you only wanted to copy some of the runes, and not all.. you wouldnt be able too, cuse the menu runs off the screen. Thankfully it has a "Copy All" button
