FIXED NPC's in Luna

Not sure that this is a bug, but the Tailor shop vendor count has changed... which is good.
The Mage shop vendor count has changed as well. There are now 4 scribes, and the mage vendor that sells regs and mage supplies is no longer there.

Thank you. Spawners were recently converted on ServUO to another type. This has probable caused issues in all shops.

Confirmed bug, ill update the issue here when a fix is in.

The provisioner was also removed in Luna

A few months ago you implemented a bunch more rats to spawn in Sanctuary. It appears that the monster spawn is tremendously larger, and the rat spawn is gone.

Yeah a ton of spawns will need to be re-tweaked.
