Not A Bug Norton the fisher quest not working

quest says you need 5 fish,
norton himself asks for 20 green ones.
having 20 of all variety of fish, quest still shows 0 progress and norton doesn't recognize fish in inventory.

Are you toggling the item as a quest item?

You do this by clicking on yourself once and selecting quest item, then you target the items needed for a quest before you try to turn it in.
