It seems that when the ground is un-level that Nether blast will go under the ground, I noticed this on the dragon in shadowguard, but see it happening on the docks in Blackthorns.
You can see in the pictures, I cast on level ground, then from the ground to the docks and then from the docs to the level ground, you will see it does not show on top of the docks because it is under them.
