They do spawn there, sometimes the spawn needs to be "cycled" a little. Kill some bog things and alligators. Wilderness/Swamp spawn especially.

Alright, I did kill some mobs.. but didnt try for long.

I cleared most of this place out twice now, and came back for the respawn.. and still no Swamp Tentacles.. ive only been able to find them in hoppers bog so far.
