Imbuing velocity is capping at 15% instead of 50%

This is on a base bow, with no properties, even though the weight limit has not been reached it is still only allowing 15%

That page of UO Guide has not been updated in almost a decade. Is it possible it was capped at 15, from 50, in the last 10 years?

It is possible, however i was able to imbue to 50% a few months ago before the loot intensity changes (not saying there is a correlation, just a reference for time).

This link shows that velocity can go to 50%, but does not explicitly say imbuing:

Although not a valid resource, the online calculators also show it able to be imbuable to 50%:

Got on test center and imbued a bow:

Knuck's imbuing calculator is accurate, and still highly used. This bow should have far less weight than it does. Velocity is eating up so much space.
