I did this quest recently and it worked. The last step is to talk to Dalarius, you have to wait for him to say something and open a window that allows you to select how you want to be ... very similar to when we created the character.

Do you use a custom client? Like ClassicUO?

If so the race change gump does not work. You need to do it in the normal classic client.

In the future we aren't looking for client version but the actual client you use. In this case it is a ClassicUO or Orion bug you can report to them.
