You can't use a weapon skill and hold a fishing pole.
At one time you were able to hold a weapon and fish, but this has changed, now when using a fishing pole, it disarms you and equips the pole.
I don't believe equiping a fishing pole should make one more proficient with another skill anyway. Perhaps a fishing pole with bonus fishing makes more sense. Luck, fishing bonus, and stat bonuses work. You can enhance a fishing pole; with frostwood you can add spell channeling, therefor, casting attributes could work. Many attributes, however, are useless on a fishing pole.
