Not A Bug Exodus Encounter

I can't summon the altar, I've been trying for days

Days ago you restarted and there were players doing it. He had just died, and when the server returned from the restart, the gump appeared to choose a city to teleport and since then it has been like this

I tested it with two of mine: Yuna and Xuna. Other players in my guild also tested and are failing. happened about 3 days ago when you restarted at 12:00 am.
Emerson had just killed Exodus and when he was allotting the server entered the restart and when he relogated he was frozen and a gump appeared to choose a city to be teleported

Ok few questions- do you try aim altar on each corner of shrine?
are you in party when try it?
I do it few times and only issues i have got was aiming on wrong "hotspot" at shrine or at first time when im not be in party- Must remember you cant eneter this encounter with one account/alone-

I am guessing it was one of those situations mentioned by @FireFly
