FIXED Dread Horn's AOE Debuff shouldn't lower stats below 10

His special ability that reduces your stats by 20 for 60 seconds does stack with curse, weaken, and feeblemind, which Dread Horn also sometimes uses. (Your stats will never be reduced below the minimum of 10 points, however.) Resisting Spells helps with the stat loss from curse but not with the special ability.

Dread horn has been regularly reducing my poor int down to 1.

It also shouldn't stack with itself.

I wasn't affected by curse or any of the other debuffs at the time either, but my str (normally 140) was down to 114 or something like that.

What looks like what is happening is there is a back log of timers going off. I've noticed this before, where buffs or debuffs will last a few seconds longer than they should before wearing off. This is allowing me to get hit with 2 stomps on the cases where the restomp timer is the same or close to the same as the timer for the previous stomp to wear off.
