Not A Bug Discussion, Should higher level achievements unlock lower ones?

If my brand new character ate a +25 stat scroll would I have to eat a +5 +10 +15 +20 in order to get the achievement points?

Not too important right now but if we link achievement points to anything in the future it means you have to spend a load to get those points

This system is also account based not character.
