Got it to work. Logged out and back in. Still not sure why it would let me place all but the last three rows

Yeah no idea. The client can be buggy at times. I was unable to reproduce this so I am marking it as Not A Bug for now but we will keep the report here incase someone can find a better way to replicate it.
