I fish boss up fight it near coordinates i got from Oracle of The Sea but it ran away from me. So my first idea was go to coordinates i found her and if she not ran to respawn spot maybe i would be able to fish it again.

I sailed back to coordinates you can saw on map at image i include

Attemp to fish again proceed with mssg you can read on my journal about boss been take away from this location.
It told me i need ask oracle again-
I ask oracle for actual boss coordinates and it give me same coordinates im actually been.

How i supposed to find it on open sea if its just randomly swim somewhere?

So I checked, he is pretty much dead, fleeing/swimming around.

If you lose him I am pretty sure that's on you? Even on production, he is not tethered to one location. Unless I am mistaken?

I can say, based on your picture, he's not too far off to the north.
