Not A Bug Casting Paralyze on someone who's already casting something

I'm trying to cast paralyze on someone that is casting any spell, and I get the following message:

The target is already frozen.

Does anyone have any idea if its supposed to work like that ?

If you have doubts if something is working correctly or not, just create free account on OSI and test it on OSI TC, you can set skills/stats everything there, to get items from the bank you will need to use a special gate in brit that removes Free Account restrictions.

Yes, you can @sayago , it is how we do almost all of our testing.

Regardless, in this situation, it appears this is not a bug.
